Ruptured deltoid

I was in a car accident 4 years ago where i had a slight avulsion fracture, a moderate tear of anterior ligament and a rupture of the deltoid ligament, no other fracture. my doc at the time said the repair was more harm than good. now i am in pain all the time...even walking in the grocery store kills me...what to do...i don't know...should i go and see a new doc? (i don't live in the area where my old one is)
